Atilla Bir, 1960 yılında Almanya-Karlsruhe Yüksek Teknik Okulu’nun (TH-Karlsruhe) Elektrik Fakültesi’nde öğrenime başlamış, 1966 yılında Elektrik Yüksek Mühendisi olarak Zayıf Akım Dalı’ndan mezun olmuştur. Siemens-Karlsruhe Araştırma Laboratuarı’nda bir yıl kontrol mühendisi olarak çalışmış ve elektronik kontrol sistemlerinin geliştirilmesinde katkıda bulunmuştur. 1970 yılında İTÜ Elektrik Fakültesi, Elektriğin Endüstriye Tatbikatı Kürsüsüne asistan olarak girmiştir. 1975 yılında “Belirgin ve Olasıl Kontrol Sistemlerinde Öngörü” konulu doktorasını vermiştir. 1980 yılında “Optimal Kontrol Problemlerinin Geometrik Yorumu” isimli teziyle Doçent unvanını ve 1989 yılında Profesör unvanını almıştır. İTÜ Elektrik-Elektronik Fakültesi, Elektrik Mühendisliği Bölümü, Kontrol ve Kumanda Sistemleri Anabilim Dalı’nda 38 yıl öğretim üyesi olarak görev yaptıktan sonra 2008 yılı başında yaş haddinden emekli olmuştur. Bu süre içinde Fakülte’nin lisans ve lisansüstü eğitiminde Otomatik Kontrol, Dijital Kontrol, Stokastik Kontrol, Dayanıklı Kontrol ve Biyolojik Sistemlerin Modellenmesi ve Kontrolü konularında dersler vermiş ve 6 adet doktora yönetmiştir. Ayrıca İstanbul Üniversitesi, Bilim Tarihi Bölümü’nde ve İTÜ’nin İnsan ve Toplum Bilimleri programında ‘Teknoloji Tarihi’ ve ‘Bilim Aletleri Tarihi’ konularında dersler vermiştir.
Prof. Dr. Kazım Çeçen tarafından İTÜ bünyesinde kurulan Türk-İslam Bilim ve Teknoloji Tarihi Enstitüsü’nde 1975 tarihinden itibaren görev almıştır. Bu enstitünün 1981ve 1986 yıllarında tertiplediği I. ve II. Uluslararası Türk-İslam Bilim ve Teknoloji Tarihi Kongrelerinin bilim kurullarında bulunmuştur. İlk kongreye sunduğu Benu Musa’nın ‘Kitab al Hiyal’ adlı eseri ve ikinci kongreye sunduğu Türk kadran usturlabının prensibi ve kullanımı isimli bildiriler onun bilim tarihi konusunda çalışmalar yapmasına vesile olmuştur. 1990 tarihinde İngilizce yazdığı ve IRCICA tarafından yayınlanan ‘Kitab al-Hiyal’ of Banu Musa Bin Shakir isimli kitap dokuzuncu yüzyılda mekanik düzenler konusunda yazılmış bulunan kitabın modern sistem mühendisliği yönünden bir incelenmesidir. Takip eden yıllarda, İslam döneminde yapılan çalışmaları ve özellikle kendi çalışma konusu Kontrol ve Sistem Mühendisliği tarihi konularında, genç mühendislerin ilgisini çeken pek çok konuyla ilişkili olarak çeşitli popüler dergilerde yazılar yazmıştır.
